With the former commissioner and deputy insurance commisioners on the board of Keystone obtaining a licence must have been tough. Let's hope for the Drs who join Keystone that rates and capitalization will be adequate to support future claims and that the insurance department doesn't give them a pass on their financials. My guess is that director fees are "adequate".
