So they break the law, and as the law says you go to jail. I agree. In many cases I don't think these people can be rehabilitated. The law also says no cruel and unusual punishment. Is not subjecting someone to asbestos cruel and unusual? If they didn't know about it, fine, just clean it up. But to know about it and not do anything? That to me is just wrong.
