"Almost all" of the policyholders who are rebuilding are adding safe rooms? If things were being done per FEMA 320, ALL new homes would have "safe rooms." This would be required by code. And all those safe rooms would be ADA-compliant, more likely built on grade. The homes' perimeters should survive an EF3 tornado, which means reinforced concrete such as Insulating Concrete Forms or Monolithic Dome construction. These latter are also very energy-efficient.
