By rejoining the individuals DO NOT HAVE INSURANCE. They can participate in the federal low cost loan programs to rebuild. They must take out the flood insurance before they start rebuilding.

It is no deal for the individuals. It will help the local public safety departments collect from the Federal Government for their expense.
