Anyone who values the thrill of the wind blowing through their hair more than staying alive should doesn't deserve any consideration. Let them exercise their right. If they die from a head injury so be it. If their safety isn't important enough to them, it shouldn't be to anyone else either. Let the natural selection process take it's course and quit worrying about it. As long as they don't survive and require lifetime care at taxpayer expense, this is a non-issue.
