But I don't like the 'life-support at the taxpayer's expense' possiblity. Ffft.
Maybe those who chose to ride unprotected could be required to pay into a guaranty fund for their life-support expenses later?
They could just issue a special license plate to riders who have paid their coma-tax. Then if you're caught without a helmet but have no special plate, you get smacked with a fine equal to the guaranty fund payment plus a little extra for a penalty.
Only a suggestion...
