He owes them more than just the premiums, he owes them the peace of mind that they thought they had purchased but did not. Also, medicare and the products that are sold to medicare eligible people have specific open enrollment periods that must be followed. He did more than break the law, he put people in grave risk of huge debt and put them in a bad spot for getting legitimate products to suppliment their healthcare needs - and the cost gets higher the older they are, so he cost them more $$$ no matter what. My opinion, this coming from an insurance agent, take his house, vehicles, savings, retirement, garnish future wages, and throw him in prison for a few years so he has some quiet time to think about it and so others who think taking advantage of senior citizens is a good way to make fast money will think twice. Also, make sure he cannot get an insurance license in any other state - often times that will happen, he may move to another state and start doing the same thing again after the dust settles. Make sure his life is over.
