If the AIG parent becomes insolvent, it cannot get to the assets of the insurance company subs until all of the insurance company policyholders are paid off. The State insurance regulators have a primary responsibility to make sure that policyholders are paid before any other creditors. In fact, there are letters from the insurance commissioners of PA and NY (and maybe others) that say just this.
