Let me get this straight.......

Because people are saving money on their insurance, the lower premiums are resulting in lower "tax" revenue, so the Board of Education are now asking for more tax revenue?

Conversely, if people were charged more and their insurance costs go up, the Board of Education will return the excess premium taxes?
