well, let's put it into a different text. lets say they decided to have an extra tax on cigarettes for help pay for medicade. now the gov't is short funds for roads and improvements. they decide to move that money to cover that shortage. now, medicade needs to pay for someone's MRI but is short funds. are we going to move funds again? this is the problem, no true financial management. why should my taxes for one item be allowed to move to something else? sounds like this could be another form of a tea party without the brewing! LOL! now, if they had put that money into a interest bearing account and accrued that extra money, i could see moving that money into the other account.
