Increasing these limits does target mid to low income families because they are the ones who can only afford the lower limits. Higher income households can afford higher limits and thus won't be affected as much. Of course, since insurance is not manditory in WI the number of uninsureds on the roads will increase dramatically when those lower income families can't afford a 30% increase in premium and are forced to go without. This will raise the cost of UM for everyone. Not a good idea.
