What the Rand study failed to incorporate into its conclusions is that in 1988 a law was passed that limits insurance company profits. That is the main reason why rates have not increased. If you look at the increase in rates from 1975 to 1988 they rose at a same rate as experienced by other states despite MICRA being in effect.
