The problem is that the Euro-reinsurer is not using quantitative risk assessment but the U.S.'s State Department list http://travel.state.gov/travel/cis_pa_tw/tw/tw_1764.html
Notice that the Euro-reinsurers did NOT put England up there?
This isn't a matter of a congresswoman abusing her power. The abuse lies in shying away from a quant based risk-assessment. The country list is subjective and the app questions are not fact based.
Obviously we can't tell what terror will happen in a country and can't expect the insurer to bear all that risk but let's keep the assessment within a boundary... and certainly not subject to the risk-assessing whims of another nation.
