Why not get real. Each property policy commerical or personal, should have a load in the rate to provide some basic flood insurance regardless where you live.
Case in point, in 2000, a storm sopped over Sparta, Lake Mohawk area of New Jersey dumping some 12 inches of rain.
No one had flood insurance because there was no flood area for the past 500 years.
No one had coverage, Why, because of the archic insurance system of FEMA.
