THE BIGGEST REFORM OF ALL WOULD BE TO ELIMATE 3&4 OR MORE TIMES OF GOING BACK TO THE WELL. IF A HOUSE IS REPLACED MORE THAN 2 TIMES THAT AREA SHOULD BE OFF LIMITS FOR FLOOD INSURANCE. STOP SUBSIDIZING OVER AND OVER
