This kind of information is useless except to penalize people on car insurance unless we look at WHY. Let me give you some possibles on the Restaurants - all need to be looked at...

I would ask if the accident was caused by someone leaving or coming to the restaurant or was it caused by someone going by.

1) If the answer is leaving it points to booze. All such drivers should have to be checked for alcohol.
2) If the answer is going by it points to bad road/entrance design.
3) If the answer is coming I think the drivers should be checked for blood glucose. As a Type 2 diabetic who is monitoring blood sugar I know for sure that if I get low blood glucose, which is most likely just before meals, I get edgy, irritable and less alert. This would apply not only to Diabetics but also to anyone who has not eaten for a period of time that would allow blood sugar to fall to lower levels.

Again, information that may have vlaue but worthless in its present state except for helping insurance companies harass people.
