The truth of the matter is even the existence of FEMA is "insuring" people to live in places they wouldn't ordinarily live. Without FEMA, the risk of living along the coastline would be borne by only those who could afford to lose it all. Now that the gov't has stepped in and given aid to all that live there, people don't have to worry if they can afford to lose anything...the gov't (and those of us smart enough to live out of harms way) will pay for their mistakes. And all this has absolutely nothing to do with Federal Flood Insurance, which is a whole different cesspool.
