Both liberals and conservatives have spent lots of money on many things that are unnecessary now. However, a lot of the "government programs" referred to were created because the private sector wasn't willing or able to pick up the slack at the time. And once they are in place, it is very difficult to retract them.
But, on to the main point, it seems that the conservatives inability to grasp the nature of the insurance industry and what the Act actually entailed is what caused the delay. Either the insurance industry didn't explain it to them well enough, or they were too hard-headed or lacked concern to pay attention to what the industry was telling them. I feel inclined to believe its the latter. They've been far too distracted with the political fallouts occurring over the past few months to actually do their jobs. And that's a sad situation.
I lean to the left, because I feel the federal government should be there, as a last resort, to support its citizens and its industries. Not in all cases, but in those that truly affect the common people. TRIA is one of those cases, where at least for the short term, it is necessary for the government to be there, because any multiple WTC-like attacks could bankrupt the entire insurance industry.
