The first idea that comes to my mind is that the government (Federal+States') should have for its own purposes (if it hasn't already!) a stand-by system that should cater for their immediate needs, under the same encoding and systems that the public Internet has, with enough bandwidth as necessary to support without much trouble at least 80% of the current government needs for internal communication, and about the same percentage of the external. How would this affect budget I wouldn't dare to say but a minimum fraction of that for EWS and, coming to think of it, could even be included in EWS' accounts. Privately owned cos and other non-gov, perhaps can be aceppted in it if bandwidth is increased and a separate "highway" is reserved for them at cost that might be included in taxes.
