if the adult is serving or is full aware of a drinking by underage, i can see this being a fair treatment. but you need to add to the fact, kids are responsible as well. they need to have community service for them. but if the adults/parents are not aware of the alcohol that was brought in by outside sources, then you can't make them responsible, but you can make the kids responsible. you can't continually make the parents responsible w/o make the kids responsible as well.
