It is easy for a person responding to a survey to say he is opposed to subsidies. However, examine the issue politically and you will see there is little reason for optimism that subsidies will be removed.

Think about farm subsidies. Classic example. Benefits are concentrated and costs are diffused. The small number beneficiaries care a lot and the much much larger number of payers care less. They oppose the policy in the abstract but don't do anything about it.

Don't look for farm subsidies or flood subsidies to go away.
