Since it seems that less people are walking to work (thereby driving or taking public transportation which is probably faster) and there are less people carpooling (the assumption being that driving yourself to work takes less time than picking up others on your way to work) there seems to be a reasonable way to explain the shorter commuting times that this study shows.

The time that was saved might merely be the result of those people taking faster means to their workplace.

Also there were more people in the study who work in their home, further reducing commute times.

I don't think that we can necessarily say that the reduction in commute time is caused by more jobs "going to the workers" necessarily unless you are speaking of those that are now working out of their homes.
