I agree, it's definitely a 'duh' list. Therefore, all residents of those areas should immediately either (1) move, (2) purchase insurance for wind AND flood losses, and (3) when the hurricane hits, deal with it-you know live in a hurricane zone, stop whining that insurance was too expensive and expecting the rest of the country to subsidize your stupidity.
