Our U.S. "culture" is to sue corporations blind, seize their assets and send the jobs off shore. So coal mines will go on complyhing with government rules, insurance regulations, and consultant recommendations.... and being sued anyway when the workman's comp runs out or isn't big enough. Then they'll seal up the coal, close their doors and move on. That's how WE do it. They can't change UNTIL we change.
