If that is the case why are only the Coastal Senators asking for the plan?
To answer your question, I skimmed the article. No, I didn't read it all... but I did come across this excerpt:

It clearly says the Northeast. Is everyone who lives in the Northeast on the coast? And I presume elsewhere means elsewhere. So it seems like it is not just coastal senators, as you stated. I do not have any further information that I can post in order to assist in this matter.
