the only true observation about FEMA is that is has proven beyond a shadow of a dout that no governmental entity should be selling insurance. We live in a fee market, capitalist society - and we should NEVER have to go to the government to buy insurance. That's what has caused this entire problem - beaurocrats running something instead of intelligent, profit oriented businessmen.
