Two points:

First, Policy holders have given the National Flood Program's claims handling a 97% plus satisfaction rating. As an agency of FEMA, the NFIP has the needs of it's policy holders (read that voters/citizens)at the forefront of their efforts, which is to assist the community in rebuilding as quickly as possible.

It isn't FEMA's nor the NFIP's fault if property owners in low to moderate risk flood zones don't buy the coverage, or the agent's don't advise that flood is available.

Second point, the single adjuster program came about in order to expedite the settlement of those combination wind & flood claims. Rather than having two separate adjusters / firms comparing notes as to what damages are assigned and where to allocate the losses, which will invariably creat delays in getting $$$$$$ into the hands of the indureds.
