The large corporate clients could encourage their 'salaried' risk managers to obtain an agent's license (risk analysts reporting to head office could also obtain local licenses and report to H.O RM). They could then deal directly with insurers and broker their own accounts. Whoever opens up a business to train and support risk managers (ex global underwriters, brokers etc.) on how to obtain best terms/conditions, etc. could make a fortune! This business could also assist in meeting agent license requirements.

The risk managers would be highly motivated to get their employers the best deal as they would be salaried staff. Imagine how many 7 figure commissions and fees would be saved!
