Is Mary doing this just because she's a hog rider? Spending additional taxpayer money to "promote" helmets isn't going to add value to the situation. Benefits of wearing a helmet are common knowledge. Those who refuse to wear them aren't going to change their mind. These are not the serious cycle riders, but the immature, stupid, carless riders of crotch rockets who deserve the right to slam their bikes into stationary objects at high rates of speed. If they don't consider staying alive a priority, nobody else should either.
