Subject: Their Right (NOT!)
In all honesty, I do agree the dangers of not wearing a helmet are obvious and I don't know that additional awareness funding would change that. Funding better enforcement might be an answer.
Ideally, I'd like to see the law stepped up from allowing the beanies to requiring a full face helmet. I know four people who wouldn't have a face today, were it not for a full helmet.
