I have for years felt that there should be a federal usuary law, limiting the interest rates a lender could charge to a consumer. If this was the case, people who are high risks would not have qualified for a mortgage because of a max credit rate that could be charged. Even on the credit card market, people of lower means would not be totally enslaved or is it indebted to a bank, which would help create savings rather than debt.
