As an engineer, I understand flooding is caused by several different "things".
1) Wind pushed water
2) Gravity -- the moon causes water to rise and fall.
3) Rain -- rivers get bigger when they carry more water.
4) Seismic -- causes all sorts of things; but, also causes really big waves.
5) Human -- damns break, pipes break, dicks break, culverts fail, designs are wrong.
6) Snow and Ice -- which turn to water; but as solid also plug up water ways.
7) Ground absorbtion -- some soil types shed more water when dry than moist.

I would say in the case of hurricanes WIND AND WATER is the subject.
