I think it's a much better idea that they build shelters in these areas than to do the mass evacuations... however the shelters are going to need to be reinforced & the funding to build & maintain them should come from the folks that choose to live in that area.

It might be a good idea to build additional shelters that are designed to withstand hurrican force winds, a bit more inland as well, to have a place for the first responders to use as a main gathering place, so that they can have a place to stay & rest between shifts.

But that's just the opinion of an old woman that thinks it's the responsibility of the homeowner to choose where they want to live & have insurance coverage or not, based on how much they want to keep it or build it back if it is blown away!
