It seems to me that the insurance agent is primarily responsible for understanding their client's exposures and educating them on the products available to protect them. I've heard the nonsensical arguments of why people "don't need" flood insurance for decades. Bottom line is, they're willing to roll the dice and go cheap when it comes to spending a couple of hundred extra dollars when they see no immediate benefit. If people don't get the message, who's at fault? The property owners themselves AND their agents.

Having handled thousands of claims over the years, I have no sympathy for people who disregard the advise of a good agent to save a few bucks. It's their right. But when they get burned (no pun) I don't want them coming to the government asking for a handout to compensate for their bad decision.
