I have the same fears about federal chartering that others have expressed here. Moreover, it is but another example of how the federal government seeks to assume more power over our lives which, by not specifically granting it to the federal government, the Constitution left to the states. The way some folks want it now, the next step after federal chartering will be a move toward global chartering, just as they want us to give up our soverignty and become one big, happy, global family. (Lotsa luck with that!)
