It all reads and sounds like gobbledegook and double-speak to me. Is this fellow, like the rest of the Congress, drunk or on drugs? If he's a college grad, I feel sorry for his Speech class professor. If he's a lawyer.... well, the thing speaks for itself. If he's in Insurance, he's just trying to make a buck while trying to act and come across as intelligent. The National Insurance Commissioners should file an ambiguous lawsuit in order to open the door for a Declaratory Judgment proceeding and let some drunk judge pass judgment on this whole sordid affair.
