The insurance companies who have to pay for their supidity...
I say there should be a clause in everyone's policy - If you are not wearing life safety equipment made available to you by the manufacturer(ie. seatbelts...) or as protection against accident or injury inherent to the use of a vehicle (ie. helmets) and you are injured in an accident - payment, or award will be significantly reduced to make up for your stupidity...
