you're definitely on to something there! I'm not sure it's as easy for Congress just to pass one "CR" as the article states. I think they have to pass the funding AND the authorizing language for use of the funds and those are two separate things. Any Continuing Resolution would have to have the funding AND the authority to continue the NFIP, not just one that grants the funds.That's exactly what happened in 2002 when the funds were provided, but the authority for the program expired! We don't want that to happen again.
