It must come as a great relief to all those people who may have felt ashamed about betting on the horses that they were in fact taking out insurance against the chance of the horse winning. In fact it seems most unfair that the US and UK governments do not have a policy to reimburse all these insurers (described previously by the now apparently archaic name of gamblers) for their losses, in the same way that the bankers' losses have been so generously made good.
