California will not issue driver's licenses to illegal residents, thus, they cannot get auto insurance. This does not stop them from driving anyway. Far better to allow them to get a license and mandate auto insurance. I also like the idea of periodic reporting when policies lapse. It would be similar to the notices your mortgage company receives when a home owner's policy has lapsed for any reason, for example.
