The JUA probably dropped their rates so they can stay competitive. They don't seem to understand that they are a governmental entity. The management at JUA doesn't want to "lay off" the many workers they've hired. The mentality of the JUA workers certainly isn't service oriented. If you want proof of coverage, better be prepared to wait until after the coverage is bound. Some underwriting personnel are just plain surly!
