Let me see, then the baddest dogs must be the Great Danes, the St. Bernards, the Bernaise Mountain dogs, right?

Come on, no one has said anything about different penalties - penalize them all equally. If a dog attacks a person, it doesn't make any difference to the person attacked if it was a dedicates Lhaso Apso or collie or German Shepard. The owner in each case bears the responsibility of not training or supervising the animal.
