First, you must have adequate uninsured motorist. There are always cracks. For example, a stolen car is always uninsured. The driver is not insured by his victim. Unless you can show negligence on the part of the car owner he's not at-fault for the accident.
Second, what limits are adequate for the mandate? Obviously the current limits won't pay for a real wreck. How about unlimited medical like workers compensation?
Third, if the bus doesn't go where you need to go....there are more places buses don't go than where they go.
