That's the answer...make the insurance companies responsible for a database that involves police work. Another means to enrich the plaintiff's bar when someone whose information is a couple of days behind is cited (or worse) for no insurance or some other related infraction. I can picture the plaintiff storm troopers marching into the Courts of TX with this one.
