Insurers obviously never had any desire or intention to cover flood. They didn't collect premium to cover flood. Future loss projections would not include the expenses you are so cavalier about. If you want P & C policyholders to bear the expense of insurers subrogation against the government for losses insurers never meant to cover, didnt collect premium for and don't want anything to do with, then calculate how much cost you all are willing to bear.
