Its not that nursing homes are run by scum but if abuse or neglect occurs, the owners should have to take responsibility for the actions of their business-- this is why we have mandatory liability insurance on cars, etc. Otherwise, you could not nor would not be able to be compensated for your losses from irresponsible people or bad drivers, much like some nursing home owners.
