I'm not familiar with the background on this one - but it seems to me the governor is actually doing the right thing. What they need to do is adopt the reforms that have passed muster in other states. From what the article says it sounds like the OK Supreme Court will strike down any law requiring these certifications. I'm not sure which state they should model after, other than not Oregon. Our system stinks right now.
