This program still only works if you get STOPPED! I was under the understanding that the state was going to match VIN's with insurance records and fine accordingly? The state has spent millions of dollars on system that stillworks like the old system, ONLY IF YOU GET STOPPED. you still have no penalty for driving without insurance.
