The first decision that should have been made was that no new building or reconstruction would be allowed in any area below sea level. Bring in dirt and fill to raise the neighborhoods and then build to state of the art hurricane standards. The way things are going, taxpayers and insurers will be paying for this stuff all over again in the future.
