I hate paying more for gas, but it is simply economics. Please read an econ 101 book that addresses supply and demand. In the fall, inventories are low due to less traveling. Now, with the refineries shut down, no more gas (20%) gets sent for consumption from an already limited supply, furthering the gap between the supply and the demand. Then, take into account all these doomsday sayers (i.e. all those people lined up at the pump with 10 gas cans) and the supply is further depleted and that much harder to replenish. Less supply, more demand = higher price! All these people lining up actually made a bad situation worse.

There should not be price gouging, but there will certainly be price adjustments based on the situation.
